13 May 2005: Congratulations to KJ Volleyball Club 18 Black player
Kylie Marshall for making the 2005 USA Youth National Training Team.
Eighteen players were invited to the YNT Training Camp at a time and place to be
named. Hotel and meals will be paid for by USA VOLLEYBALL and Host Sponsors.
Twelve of the 18 members of the YNT Training Squad will be selected to represent
the United States as the Girl's Youth National Team. The GYNT is currently
scheduled to compete in the Youth World Championships in Macao, China, in August
of 2005. USA Volleyball will cover expenses including round trip airfare from
their home to training and competition, hotel, meals, and uniforms/equipment.
The Region sent a fairly strong contingent to this year's National Tournaments. The high finish in the USA-Volleyball Nationals was KJ 18 Blacks 15th in the powerful U18 Open Division at Salt Lake City. WVBA 16 Black finished a very creditable 7th in the Volleyball Festival in Reno. The USA-Volleyball results are listed below, and a photo of the WVBA follows.

30 July 2005: Washington Volleyball Academy is hosting the inaugural girls Grass Tournament at the Edmonds Homeschool Resource Center on Saturday August 20th. All entrants must be current USAV players. The format is doubles volleyball with two age division, U16 and older, and U15 (and under.) Cost is $10 per player. 15 May 2005: The U14, U17 and U18 Regional Tournaments were played today. The formats for all tournaments was three- and four-team pool round robins on Saturday followed by double elimination playoffs on Saturday afternoon and Sunday. All age divisions had large turnouts. Thirty-nine teams competed in the U14 divisions (Gold, Silver, Bronze and Copper Championships), twenty-two teams competed in the U17 age divisions (Gold and Silver Championships,) and twenty-four teams competed in the U18 divisions (Gold and Silver Championships). Puget Sound Volleyball Club 14 Gold won the Super Sunday Gold Division defeating the KJ VBC 14 Black team 25-23, 25-19. For results and additional photos, including PS 14 Gold, please see the Results page.
After a long day of volleyball, and following their finals in which Puget Sound VBC 16 Gold won the U16 Division 1 Championship, the players and coaches of Rain City Cyclone and PS Gold got together for this great group photo. It is important that we all remember that it is the quality of the team on the other side of the net that makes a match significant. Thanks coaches and players!

Long time referee and all-around good guy Wayne Gardner was honored by the Puget Sound Region at the opening ceremonies for the Third Annual Martin Luther King Invitational Volleyball Tournament held on January 16th and 17th at Bellevue Community College. In recognition of Wayne's services, contributions, and his many long-standing friendships within the volleyball community, including luminaries like Doug Beal, who still uses his reflexology services, and Tom Selleck, the Region has established the Wayne Gardner Inspirational Award to be presented to a player in each age group and category at the Regional Championships. Wayne's involvement with our sport dates back to the 1940's and includes many previous awards like the National Leader in Volleyball (awarded in 1981.)

Many of our more seasoned members will recall Wayne serving as a Day Official, and sometimes circumstances brought him down from the stand to do some pro-bono corrective work on aching backs and other wrenched body parts. Wayne's colleagues include retired referees Larry Guzman and Lenny Llanos Sr, as well as Walt Gogan our current Scorekeeper Chair.

8 Sept. 2004: We received the following notes from our Junior Program Director for immediate publication ...
Club Directors and Junior Members:
Despite the change in the dates for the 3A/4A state volleyball tournaments
this year, the dates for tryouts will remain consistent with past years for
all clubs in the Puget Sound Region. There are B/1A/2A teams in the Puget
Sound Region; therefore tryouts for U15 and above cannot occur before the
last state volleyball tournament. For your reference the first allowable
tryout dates are as follows for the upcoming season:
* Clubs may hold tryouts for U-12 thru U-14 beginning the 1st
November, 2004
* U-15 through U-18 tryouts may be held the Sunday after the LAST
state high school volleyball championships (Beginning November 14, 2004).
A friendly reminder on signing letters of Commitment:
Signing Date Rule:
a. A junior player may not make a binding commitment to a team or
club until the first day their age group has try outs. A 72-hour window is
still in effect as per the PSR Letter of Commitment. Any verbal commitment
made prior to the signing date of November 1 is non-binding. This rule is
modeled after the NCAA's signing date rule. As with the NCAA, a program may
offer a player a position before the signing date and a player may verbally
accept the offer; however, there is no binding contract between the parties.
b. A player who signs the PSR Letter of Commitment or any similar
document prior to November 1 is subject to suspension for the entire season.
Any club representative who asks a player to sign such a document before
November 1 is subject to suspension for the entire season. The team with a
player who signed such a document before November 1 may be subject to suspension
for the entire season.

USAV - Puget Sound Region, Junior Program Director
7 June 2004, by Jesse Paulson: The Puget Sound Region was represented
well at the 2004 USA Volleyball Open Championships in Atlanta, Georgia. Five
teams from the region competed at Nationals in various divisions, and many other
local players participated on teams from outside the Puget Sound Region (PSR).
Comatose and Outback Steakhouse represented the PSR in the 55's
and 60's, respectively, and both teams faired well, making it to the second day
of tournament play after 2 grueling days of pool play. Outback
Steakhouse took 5th place in the 60's while Comatose took
7th
place in the 55's.
No Limit, the Regional Women's Champions faired the best out of all local
teams, taking the Bronze in a heavily stacked Women's A division
of 46 teams. The team looked solid despite losing one of their big hitters to
an injury.
The PSR Men's Champions, Strike Force Gold stunned numerous teams, both
from inside and outside of the Region, by taking 5th place in the AA
division, which boasted 18 strong teams from around the country.
Seattle Athletic Club competed at the highest level of competition,
Open, and played strong, taking 9th out of 14 of the top teams in the
nation. Many of the other teams had former collegiate stars and Seattle
Athletic Club demonstrated their strong ability to play with the best teams
in the country.

Adult USA Volleyball Open Championships will be held in Denver, Colorado in

May 25, 2004: The elections of the Commissioner and four members of the the Board have been certified by Jan Kirk. Returning for three year terms are Commissioner Jenny Vogt, Adult Coordinator Jesse Paulson, and Treasurer Jim Amsbary. Re-elected to two year terms are Walt Gogan, Chair of Scorekeepers and Bob Stewart, Position 2 (Boys and Youth.) The final tallies are:

Beginning with next year's elections, all offices will be held for a three year
term, and the number of positions up for re-election will vary from two to three
over the three year cycle.
4 April 2004: The Puget Sound Region is a 501(c)3 non-profit organization that elects its Commissioner and Board of Directors. This year five positions are on the ballot. The Board has just changed the bylaws so that the term of office for eight of the nine Board positions will eventually be three years. The ninth Board position, the Ethics Chair is appointed by the Junior Advisory Committee for a term of one year. Two of the five positions to be filled this spring will run for two years, and the other three will run for the standard three years. The three Board positions that will be voted on next year will all run for three years. Beginning with the 2006 elections all eight positions will have the standard three year term.

The election will be held during the Adult- and Junior Regional Championships under the direction of Jan Kirk. Referees, Scorekeepers and Board Members are given one-ninth of a vote, and Team delegates are given a full vote. If you are not planning on attending Regionals, please contact the office for an Absentee Ballot. Club Directors are reminded to notify the Office of their Team Delegate designations. If a person is entitled to more than one vote (for example a Referee who is Board Member who coaches a Junior Team,) they will be allowed to cast only the most heavily weighted vote (in this case the Team Delegate vote.)
The term of office begins in August 2004, but some of the positions will require attendance at the USA Volleyball National meetings in May 2004.

25 Mar. 2004: This year USA Volleyball will sponsor a new form of volleyball competition at the National Championships ... height-restricted Mens and Womens Volleyball. Called U-Volley and supported by the international FIVB organization as well as USAV, this may prove to be a very interesting and popular variation on the rules. We received the following announcement from USA Volleyball about this competition.
COLORADO SPRINGS, Colo. - USA Volleyball is still in need of at least
two-or-three teams in each division to compete in the inaugural USA U-Volley
Championships (height restricted) held at the USA Adult Open Championships in
Atlanta beginning in May.
The 2004 USA U-Volley Championships are scheduled from May 31 to June 3.
Teams entering these tournaments may be either club teams or conglomerate teams with players from either the same or multi-Member Organizations. All players shall conform to the height restrictions as prescribed by FIVB rules, which are "under 185 centimeters" (approximately 72.83 inches) for men and "under 175 centimeters" (approximately 68.89 inches) for women. All participants, (i.e., players, coaches, managers, trainers, team representatives and officials, etc.) must be registered with USA Volleyball through a Member Organization or with their own National Volleyball Federation.

The International Federation of Volleyball (FIVB) will begin sponsoring a
U-Volley Intercontinental Championship later this year in Indonesia.
USA Volleyball is hoping to use this year's event in Atlanta in the AA, A
Club Divisions and the AA/A U-Volley Division to identify strong players who are
interested in representing the United States at this year's U-Volley
Intercontinental Championships.

Jan. 13, 2004: One of the more controversial rule changes for the 2004 season was the requirement that the Libero's uniform must be such a color that "[i]f other members wear a uniform that is composed of two of more colors (exclusive of sleeve trim, collar trim, seam piping, lettering and numbers), the principal color of the libero’s uniform cannot be any of those colors." This specification for the color of the Libero's uniform was removed by vote of the USAV Executive Committee in December, and the rule governing the jersey is now just the following:
Rule 11.3.2.1 in the 2004-2005 USAV Rulebook shall be revised to read as follows: “The libero must wear a uniform shirt or jacket that is immediately recognized from all angles as being in clear contrast to and distinct from the other members of the team.”
This rule will be in effect for all USAV National Championship Events held in 2004 and 2005.
Additional clarification on allowable colors for Libero jerseys:
Mar. 1, 2004: None of these colors may be worn together on the court:
Dark: Navy, Burgundy, Maroon, Black, dark green, dark gray, purple.
Light: white, light yellow, light gray, light pink, light blue, light green, lavender.
Color that is ok with most: Bright red.
21 Dec. 2003: With USC's victory over Florida in the NCAA Division 1 Championships yesterday in Dallas, the collegiate season has drawn to a close. But we didn't want the moment to pass unnoticed, because we have seen some great volleyball this fall in the Puget Sound area. The UW had an outstanding year, as did Western Washington (1st GNAC,) Seattle University (2nd GNAC) and the Pacific Lutheran University (2nd NWC.) Feb. 4, 2003: High School volleyball rules will change in the next two years. The National Federation of State High School Associations (NFHS) Volleyball Rules Committee approved several important changes including rally scoring at its January 19-20 committee meeting in Indianapolis. States may implement the change this coming year (2003-2004) but in no event will it be later than the 2004-2005 school year. Cindy Adsit, assistant executive director of our Washington Interscholastic Activities Association is reported in this morning's edition of the Seattle Times to have said that the date of implementation of the new rules will be decided by a vote of the Executive Board at the next monthly meeting.
The rule changes involve not only rally scoring, and the related changes to "let" serves and the number of points in a game (25 points no cap,) but further provides:
There will be several things that the WIAA executive committee will need to consider that are related to these rules changes including the match format for JV and "C" play, regular season contest limitations, and presumably the format of District and State Championship Tournaments.
The NHFS press release also included the following encouraging statistics for national high school volleyball programs:
To put these numbers in perspective, the WIAA is comprised of 309 Washington State high schools of all sizes, B to 4A, with a total enrollment of 232,467 students in grades 10 through 12.
Jan. 25, 2003: At the Board Meeting today, the Region adopted the following policy allowing boys age 12 and under (in the USAV sense,) to play on girls U12 teams. The policy only applies to intra-Regional competition. In earlier discussions of this policy, the age limited had been 13 and under. To accommodate any U13 boys who may have planned on playing under the initial version of the policy, the age limit will be extended to include U13 boys provided they are registered by February 1st, 2003.
In an effort to encourage more boys to begin participating in our region,
the Puget Sound Region Executive Board approved a new Region-wide rule to
allow boys to play on girls' teams in local USAV competition beginning with
the current 2002-2003 season.
This rule will only apply to local events in the Puget Sound Region. Any
teams that travel outside the Puget Sound Region will be governed by the
rules of that region.
Boys will be allowed to participate as full members of girls' teams up
through their U12 age designation as defined by USAV rules. Boys can be the
same age as the girls up and through their 12th year, but cannot play on a
girls team once they are designated U13 or older by USAV rule.
There can be no more than two (2) boys on the court at any given time. The
boys must meet all other age and eligibility requirements for the division
the team is competing in.
The boys that play on girls teams in local tournaments will be allowed to
wear similar colored shorts that are not spandex without violating the
uniform rules for matching shorts.
Effective: March
29th, 2002
Purpose: To insure that children at the site or on the grounds are
under
control, before, during and after a tournament. Therefore, the children
will
be safe and well supervised by an adult.

The Recreation/Corporate Program Director position had no nominations, and remains unfilled. Over 180 ballots were cast, and as can be seen, the contested races were decided by a few votes. The fractional votes are referee votes with the idea that nine referees correspond to about one team. Speaking for all our members, our thanks go to Jim and Clayton for undertaking this complicated task; thanks also to all the candidates for contributing their energy and ideas to the process; and thanks to all the team representatives and/or coaches who cast their ballots and thus refreshed and confirmed the essential link between our organization and the members it serves.
